If it was a 100% pot, I'm pretty sure they would've given away Growth potions like they did in past events. Those stated explicitely that they gave a level up upon use.
I'm guessing anything around 50%, but that's a wild guess.
Yes, most likely 50% or perhaps, 100% as they did in past events. And I'm pretty darn sure you can't transfer this one...
We don't know how much exp it will give, this item has never been given out yet ( From my experience. ) The potion says it's untradeable, and doesn't include any other information. I would say it's not trade able even through your account.
EDIT: Seems like it gives 50% from what ^^^^^^^^^^ that guy above me said.
