Think of it as using a second Extreme Green Potion, so yes, it is very much worth it.

Extremely worth it. Our own booster puts us at Fast (4) speed, so MPE and DSI put us at the cap.
Faster casting also means easier telecasting to avoid getting reamed by vector-based attacks from bosses like Gollux.
