Maximum Number Attacks and Finishing Blow

I was wondering if since finishing can hit up to a total of 36 times (6 monsters, 6 times each), would it be affected by the '15 hits' thing? Apparently skills like chains of hell and fatal blow only hit 15 times because of this. I thought it'd just be capped by one monster, but someone brought up that an ultimate hits 15 monsters, being the limit. So, So, is finishing blow incapable of hitting past 15 times per an attack? I haven't really noticed anything while training.
