Can you only get the sylph ring on one char?
Title^ I got the ring on one of my characters, but the ring quest does not pop up for the other chars. Is it one per account?

You can only receive one per character, but you can obtain them on as many characters as you please within your account.
Have to be level 33 and in town i believe?
"Requirements: Lv. 33 and above (Once per character)"
