Is the new drop rate system applied to familiar cards for 150- monsters?

The drop rate of Familier cards does not seem to be effected by the new drop system, I've been able to find cards from much lower level enemies without to much trouble.
At lv169, I was able to find low level cards very easily. Also found a Mutant Ribbon Pig card at a much lower drop rate.

what kind of fact is that, all we know is that lower monsters dropped them very easily, we don't even know how high the drop rates for them are suppose to be anyways.
I've heard many different stories about this. My opinion is: They should not be, but knowing Nexon, they probably made it so.
i remember reading somewhere no monsters above level 150 is affected, exp/drop rate or otherwide can't remember where now though... maybe one of the blogs...
