right now i have 302% boss and 90% pdr(on window) and 1.7m range is it better to gain 170k range or 40% boss(nebs)

You shouldn't get higher %boss than 240-250.. After that amount you don't benefit from it anymore.. Go for the range.
I think you have enough %boss. get your range higher
