Emblems still have weapon potentials(Such as PDR), so they're worth cubing. It's just not as rewarding and there are better options for early cubes that will provide better long-term benefits(Such as your Ghost Ship Badge), but your Emblem should still be a decently high priority, even if you're a Resistance character and can only get the Boss Arena Emblem.

I wouldn't cube it over a Ghost Ship Badge, a Fafnir primary, maybe my Secondary(Depending on what I have) and such, but I'd definitely consider cubing it when I have spares because it can give rather rewarding potentials(Even if they are lower tier than an Adventurer's Emblem).

For Explorers you do the Maple Leaf quests, you get a Gold Maple Emblem, which has the highest potential tier available for Emblems. Kaisers/Angelic Busters can buy their Emblem from the shop, and I believe it's the highest tier as well.

I don't know for sure if there's any other exceptions for various classes, but in general most need to do the Boss Arena and get the highest tier Emblem from there; it's the best they can do, but it's only level 60 or something that's pretty low, so the potential tier isn't as great.
