That's the problem with people.... They think that just because the rate of success is 20%, it's guaranteed that 1 out of 5 scrolls would work >.<
Well, it doesn't. Think about it like the Spinner. 80% is covered with red, and the other 20% is covered with green. Each time you use a scroll, you also spin the spinner. The odds always stay the same.

Out of the 7 I used, I got 6 of them to pass in a row.
i sold service to my freind twice during renegades patch, 1 out of 5 20% clean slates worked, and this was for both times.
You just have really bad luck
