How much are you planning to fund for your lumi? O.o
At lvl 140 the best equips possible for you is indeed the dragon tail mage set but in the end CRA and tyrants will always be better. So for now you can go with dragon tail as an intermediary buffer until you have enough for the 150 items.
The dragon tail set consists of 7 pieces which total to approximately 550 million due to the relatively expensive shoulders and cape but everything else is very cheap. Thankfully even the clean 140 set is decent thanks to lovely set effects.

Empress is 140 gear, and quite cheap right now (if you buy it clean)
Not one hundred percent sure how much it would cost to snatch a whole set, but mage gear isn't all that expensive right now!
