There's currently a scar with similar stats that's up for auction in Broa - except it has no slots left (I think they were scrolled with hp). Would 80m still be a good price for it? I've been looking for a decent 3% dex scar but haven't had much luck finding a less expensive one.

I got a 3% dex scar for 55m but that was extreme luck. I recommend 80m+
