Donald the Delivery man troubles
why cant i use him ? </3 does he not love me? do i not provide enough for him? was it cause i ignored him as a child and now he is rebelling against my authority? children these days... am i right. ugh. please help.

You got it. The only reason Donald is still there apparently is nobody at Nexon has taken the time to remove him.

So Donald is simply a waste of space/data. They may as well have kept duey but disabled his functions.
this is why we can't have nice things. Hackers can't stop abusing things.
