Okay u had 17 days to get ring number 1, only 17 days so not everyone got it.
For ring number 2 u had like 24 days that means u had more chance to get it.
Considering that for ring number one there were several Server checks and stuff that made people miss a day or two. And since now u get extra days that means more quantity which means lower prices. Lets say u got 500 II and 100I obviously I are gonna be more expensive.

Yes, only if the rings didn't stack, but they do stack so they are NOT the same ring.

Lower quantity; higher prices, I would assume.

Because they both stack, and theres like 100x more evolving II rings than evolving I rings.
