Since it was due to a glitch (the 40% scrolls they originally gave out not working properly), and the 50% scrolls were compensation for that glitch, I doubt it'll come to another version of MS.
But, hey, stranger things have happened. If it does come, I highly recommend getting as many as possible. They allow for easy creation of outstanding end-game equips.

For GMS U needed to creat a Lv 10 aran, to get a 40% scroll
Then u were supposed to go to Gaga to trade it for a ´tradeable´ 50% 2h watt
If u did this with a evan U would get a 50% 2h matt
I assume its the same for EMS, not sure tho
I'll know when it happens... I doubt it will happen in EMS
