Just got attak speed plus 1 on my xenon. Does it actually work?

I can confirm that it is possible - I've had two characters rank up o legendary without using the CS circulators so far.

Well on potential you can also have the 2nd line as good as the first one, the chance is just lower. So I think it works the same with abilities, only because attack speed +1 is already very rare, getting one on the 2nd line will be very hard.

Generally speaking, it's like the potential system where the first line is better than the others, however, the other lines still can get a good bonus, just at a much lower rate than the first.

I've only seen attack speed + 1 on the very first line

if you lock rank + that line, you can get another legendary line
