You... could just use the level 10 one from Jay (yes, she can re-issue equipment if you lost it) and find a new Psy-Limiter by training on enemies in your level range... y'know... how most people look for gear?
If you talk to Jay in the hideout, he gives you a level 10 one...

if you are too low just make a new kinesis
and try not to boom the weapon this time
@grawp77: how do i ask there is no way to get one that i havent gotten apparently and right now my options are create a new char or quit T_T
the dude in the tutorial gives you another weapon if you ask
also at level 30 you get one from the kinesis leveling event
