Keep or change inner potential
On my DB I currently have an epic inner potential of:
19% buff duration
2% damage to normal monsters
str+5, luk+3
I have 46 of those pink circulators. Should I try to go for more buff duration or play it safe? Also, I'm not willing to buy those nx circulators so don't suggest those.

i got 27att and 29% buff.
at about 5 sec on fc cd now.

I think you shouldn't go for Unique or a certain inner unless you have 500-600, I used 549 Circs to get from Epic to Unique yesterday.
I started with my 15 attack Unique ability and 2 useless lines,
went through 136 circulators, ended up with 15 attack again and even worse useless lines. I just gave up there lol.
Hunt a bunch of honor medals too, they give circulators everytime you level up. After you hit around level 30 honor, you'll get like 3 circulators every maybe 1500 honor exp.

Those were replaced with a single type of circulator. The only circulators obtainable now are the pink ones, and the ones with NX.

Keep it until you have at least 300 circulators; might take more, might take less
I was able to get 32% buff duration on my xenon easily. So keep trying. It's not so hard to get circulators.
I had 106 circulators and 19% buff 5 str 5 dex on my cannoneer and tried to get a better one. got att+6 twice and it went to unique in around 40 circulators, but went back to epic after 10 and stayed that way try to save up alot of them to get a good inner ability it never stays unique.
Wait til you get a ton because if you recirc now you'll more than likely end up with crap
Mines 19% buff, 2% dmg to monsters, 5 luk and its pretty good atm

You should farm coins during bonus coin time (I have no idea what the time period is so I'm sorry I can not provide you with that information). You can get about 500 circulators this way. You need to redeem your coins after every run however, or else you won't get the bonus. Right now Unique can get a maximum of 32% buff duration.
Haven't used a circulator since the new ones came out, but I'm going to guess the same rules apply.
Stock up on circulators until you have about 200~250, then go on a circulating spree until you get 30%+ buff duration
