You can toss it into the clothes collector at the henesy market.
I never understood why we couldn't put them in the cash shop.. it isn't like the cash shop could be shared between characters other than explorers anyways..

It used to not work, but a couple weeks after red, they changed it so it can be thrown out

You can throw it away, theres a npc at hensey that can take you're perm items and be gone forever.
