Tot cape is decent because it has potential already. All other capes are pretty much useless until Tyrant, unless of course u find one with good potential stats.

I suggest levelling up maybe until 140 cause it won't take too long
Then buy the empress cape or tyrant if u have lots meso

I already finished it though. Or do you mean after level 60?

Tot gives a free cape when you finish the know-how. It's crap though.
