Now that Tangyoon has been moved to the general PQ house area, does this mean he can be done by lvl90+?

Now that Tangyoon has been moved to the general PQ house area, does this mean he can be done by lvl90+?

Nope, usually when you reach level 60 (or if you had a level 90- before Tangyoon PQ arrived), there would be a quest found through the light bulb, acknowledging that you would be able to participate in the PQ.
