currently the max is lvl 2 since kms doesn't have lvl 3 so you can only get 15% crit instead of 20%.

Kaiser's have low %crit and need it from other sources such as inner ability. So it's actually above buff duration and raw attack from inner ability isn't that good.

toydualer has a vid of him locking both legendary tier and 1st line and it moved down to 2nd line (same line effect) and 1st line turned legendary

That depends highly on the class.

2nd and 3rd lines can be legendary tier as well.
Theres a popular video of a known maplestory youtuber who has proof for getting legendary .

Inner ability an only have 1 legendary line, meaning no matter how many times you reset it (with circulator or honor points) you will never have the equivalent of 2 legendary lines. You can lock 1 legendary line, and keep rolling until you get a unique line that appeals to you.

If you lock it at Legendary, it will stay Legendary. The only things that follow your current tier is the first line. For example if you have a Unique tier IA, the first line will ALWAYS be a Unique tier line. The other two may be Rare, or Epic. Same goes for Legendary. The 1st line is a Legendary line.
