Upgrades for a returning player?

I'm just coming back into the game after a pretty significant break. I haven't really played since Tyrants came out, and when I quit they were pretty unaffordable. Now that I'm back into the game for a while, I figure I should spend what little meso I have available on an upgrade or two. I have 9.5b available, which I know isn't much anymore, but where can I get the most bang for my buck? Current equips are below.
