%Att vs %Str on Emblems
So I was told by someone who seemed to know what they were doing that %atk on an emblem will only effect your attack by the 2 wep atk that the emb has, not your total atk.

Then he said I should consider re cubing for %str as it will benefit me more because the better base str on an emblem. At first I thought he was crazy but I suppose some research on the topic wouldn't hurt so is he correct about it not applying to my total atk or is he crayzee?

You should always go for %ATK/%MATK for both primary and bonus potential on emblems, and bonus potential on weapons.
A mix of %ATK/%Ignore PDR is what I would consider a perfect roll, %total damage is decent but not good enough to keep (9% ATK would almost certainly give more of a boost in damage than 21% total damage, for example)

You cannot Pot Lock a Legendary.

No, you're better off going for %attack.
It applies to your total attack and I'm 100% sure about it.
