There is no hope to get up now, it is confirmed to happen. This has already happened in KMS 4 months ago, so we should get it within the next 2 months.

No barrage comes out ahead over time. Bazooka also leaves you WIDE open to death, which can easily happen pretty much anywhere.

I read that Bazooka did overall more dmg 1v1 than Barrage did because barrage extra hits werent counted, and thus bazooka's dmg exceeded barrages because of the added speed to bazooka

Don't quote me on this for sure i could be entirely wrong.
There is a cap on only having 15 attack rounds per ability, With the hyper it put it at 6 attacks for barrage and with buckshot it made it 18.
Since it's over 15 those 3 lines of numbers weren't being accounted for in dmg. So now that they lowered it to 4 it just means that with the hyper skill it will make it 5.
Adding Buckshot will bring it to 15 attacks per 1 usage of cannon barrage. Making it a buff rather than a nerf.

Like i said i'm not entirely sure on what i'm talking about. Just putting what i think out there.

What @RubberDonkey said. It's meant to make buckshot maximize its potential. When it still had five lines plus that one line from the hyper, buckshot would hit eighteen times. Lines of damage cut off at the fifteen line mark, so those extra three lines would be useless.

Get extra strike hyper on cannon barrage and buckshot, now it's a buff.
