I am a returning player and I want to start fresh on the reboot server. What class is best to get me started with things like building up meso and items?

Just answered the same question on Wemy lolz ! My opinion is that Shade is the best for a returning player, not expensive and fun !
Definitely need a Kanna, as that is the mesos farming class.
Offcourse this depends mostly on the style off playing you like, but i loved my Shade. He is a simple , no nonsense type off char. Easy to play and pretty strong even with low funding.
