Agares Bloody Pole Arm vs Lionheart Partisan

Why is the Lionheart Partisan so much better than the Agares Bloody Pole Arm?
It only requires 10 Dex and Level more, and it gives +16 atk +27 Str +16 Dex more than the Agares.
Is the Lionheart Partisan hard to get or something?

Yes, you can't get it. It's literally impossible to get at the moment because Empress Cygnus is the only source for any 140 gear, and she's unbeatable (still hasn't been beaten in KMS yet).
That said, I still want it.
The Agares polearm does have the added benefit of the PvP damage, which is rather important considering the extreme importance of PvP after its arrival.
