Are these the ones you get from boxes or elites? I think both are pretty worthless but I just wanted to know.

yea they are worth practically nothing, probably like 2-10m if someone can even be bothered. best to just use it on one of your favourite items that you have failed a scroll on, but don't expect it to work.
unfortunately css 5% are not worth anything, nobody buys them.
only ones that people normally buy are the css 10%.
