Black Suit Pants?
Where can I obtain one of these items https://mapletip.com/maplestory-equipment/black+suit+pants/1060001/? I occasionally see them floating about in the FM, either as a perm nx or as a non-nx item.

Can't you get them from the Explorer character creation?
You can probably still get them if you make an Aran. If not, you're out of luck.
