Tactics on adding people to guild?

Hi, so I've been having problems trying to add people to my guild. Our guild is mostly social but we like to do guild PQ's and boss runs occasionally, however, when it comes time to do a boss run or a PQ, only 3 or 4 people are on. The problem is that we don't have many active people that are on at the same time. Our alliance is more active than our guild, and I just want more active people in the guild. I see almost everyone in guilds except for lower-leveled people. I've tried to post listings, recruit people in game, etc., but it never seems to work.
So are there any methods or tactics of any kind that would help add more people to my guild? Thanks in advance.

I found it's usually the people who become buddies with and eventually integrate into the guild that end up staying the longest. You have to make more buddies and you'll find some of them will end up joining you if you're close enough. Also, eventually their buddies will also think about joining, and so on~
BUT as the leader you have to do your part and be active! If you're really serious about growing your guild, you have to put in the time and effort~ Of course you will have other obligations like friends, school, but you should at least drop by whenever you can and talk with everyone, and make sure you know the names and have talked to [b]each member of your guild[/b].

Those are some good points. The alliance and our guild are really close actually, and I do know everyone's name in the guild and alliance. We like to help each other train or hang out sometimes, so getting to know each other won't be a problem (We even have each other's FB's xD) The thing is, most of my friends are in guilds and the new friends I make are also in guilds.
I actually have quit a few times as the guild leader (which I feel really guilty about) and left my guild members alone. Extremely loyal people stayed in my guild, but the less loyal ones to the alliance and most want to stay in the alliance, but I can see why they did that.

We actually don't have a level requirement. I'm pretty flexible with levels, but I try aiming toward people 100+. Not a bad idea though, I'll keep that in mind.
