What sort of speed cap can Kaisers hit?
With all their normal buffs i'm pretty sure they hit fastest (2), but their lvl 150 hyper increases speed by 1 and breaks the cap, the green pots from MPE also break cap and increase speed by 1, and the Dojo buff for attack speed also does the same.
So...can they hit .... absolute fastest (-1) ?

I'm pretty sure the dead speed cap is Fastest (0).
Attacking at that speed, I get virtually no delay so I can't see it attacking any faster.
