Kritias Commemorative Coin Exchange

Attached is a screenshot of the Kritias Coin Exchange location for anti-magic and anti-magic stones. Is the commemorative coin not showing because I do not possess any anti-magic stones? When I obtain some stones, will the option reveal itself to me? If so, where do these stones come from? The Daily Quests have just given me anti-magic and the monsters as well.
