paypal = nx credit UNLESS you are a golden snail, then it converts to prepaid.

So far, I've only seen 4 option though. UGC, WU, MoneyGram and PaySafeCard

PayByCash also gives prepaid.

If you have Paypal, you could have bought Ultimate Game Card online, there are plenty of sites who sell them, the one I use frequently is OffGamers.
Otherwise you can buy Ultimate Game Card from 7 Eleven or other stores, if they sell it in your country. Or you can transfer the money to Nexon via Western Union or MoneyGrams (may take 1-5 days).
