Is the Chinese Maplestory Player quotXiaoshuquot the quotnewquot Cco?

It seems like almost every Premium Surprise Style Box that I see being opened by other players all contain the tag "Designed by the Chinese Maplestory player "Xiaoshu"..
That's kind of weird.. Or is it that there was a "Design-an Item(s)-Contest" for CMS where players could submit multiple entries for "new, innovative designs" for the Premium Surprise Style box's contents and like 10 designs were able to be implemented into the game after the contest/update?
Which is it?
1. "Xiaoshu", the CMS player is the new CCO, or
2. There was the "Design-an-Item(s) Contest for CMS which allowed players to have their ideas implemented into the game.
