I'm curious as to whether magic crash is a bind or not

It's a bind in a sense. It doesn't stop the boss from casting attacks but stops buffs. It has it's own tier due to which it may be resisted after a bind.

"Has a chance to cancel all buffs on nearby enemies and restrict them from acquiring new buffs for a short time."

its not a bind. it just prevents monsters/bosses from using buffs such as dmg reflect, atk/def up, etc
