The yellow scissors of karma serve no purpose whatsoever and should be removed from the cash shop. PSOK are really the only things that work on items now-a-days.
They're used to make untradable items tradable one time.
If its regular, its pretty useless. Pretty much everything now a days uses PSOK instead of regular scissors of karma.

Probably the best idea, with that hair and eye patch it's no wonder he can't see what the SoK does.
If you have bad karma then you can use it to cut it away.
