I really hate to be "That guy" but i'm just going to come out and say it. Why do you need to ask this? Just find a populated map that counts and start killing. Again I apologize for being rude, but there's just so many of these same threads going around.
People stop asking this kind of questions. Just find a map with monster on similar level and kill 999. There is no "best" place.

164 easiest would be to find a party with people also doing it and go to ToT
104 id go to magnita or whatever
