If I have a 17 atk emp hat 3L epic, will it go to my sweet water hat? I've asked my guildies and allies, & they said they're not sure.

It will transfer 16 atk if the hat is (1+16).
If you have the sweetvvater equip you can check the stats before you transpose.
I think if it is Fully Scrolled and something about having a minumum of a 1 star enchantment. I think it will go to it yeah
