ele staff and anvil questions

Appearance: ele staff 5 or 6

Function: ele staff 7 or 8

would there be a damage penalty if an I/L fused their ele staff 7 or 8 with 5 or 6?

[b]Update 1[/b]: i think there is a bug with the display of damage, where it shows the damage penalty on my end, but not on other's end. (if anyone think otherwise please post)
