Lvl 17 Ring II?
If you upgrade the ring today to Lvl 17, does it become tradable?
Or do we have to wait until the 3rd to Lvl it to 17 to make it tradable?

Ummm.... nope. Gaga says bring it back 4/3 and he'll make it tradeable.
