I have funding for both a 2m 2m unbuffed Phantom and a 2m 2m unbuffed night walker. Even with 2m 2m unbuffed range, my Phantom is still too weak to solo chaos vellum. It took me reaching a 4m buffed range on my Phantom before I could even solo hell gollux. Night walkers can solo hell gollux with a 1m range.
The Phantom in me says Phantom, because I love my character. But, the nerfs were pretty brutal. You could throw a dumptruck of money into it and still be unable to do a lot of things other classes do. =(
Right now I'm only cubing/scrolling gear that I can scissor. I may or may not switch to a different thief class when I'm done with everything. Leaning towards NW at the moment.

NW if you purely want damage, Phantom if you enjoy having so many awesome party buffs
