Pretty sure it's 120+, but now that we have level 140 tradable Pensalir equips this argument is moot, it would be a waste of money to cube a level 120 untradeable glove to leg.

4thjob decent skills are all 120+ since that was the lvl required to advance back then.
similar to how 3rd job decent skills start at lvl70 equips and not lvl60.
