You must get to lvl 10 and after that you toil to maintain continuous generation of mastery because after lvl 10 mastery begins to decay over time master craftsman and meister are just titles for lvl 11 and 12 crafting. After lvl 10 you also must craft lvl 8+ items to gain mastery
For smithing, you gain mastery (profession exp) from making stuff. You can buy the materials but you have to do the actual smithing
