It's just how unpopular pirate's are and that belly dukes are super common in cwk. They also start with 7 str so you have +16 above the norm, which isn't so bad but not worth a lot in the pirate community

10-15m probably less
The reason why people in the pirate section probably didn't pc it is because it's not worth much. It wont be worth more than 20m probably less. 15 ~20 m would probably be decent for it.
Edit: No one does check the pc section
