Only the classes that were already out when the will of alliance thing came out can get it, or could get it, i dont know if you could even get the skill now if u made one of those classes. Unless they restart the whole alliance thing just for hayato/kanna(which i doubt they will), then no.

On the flipside, we don't require books/quests for our equivalent of MW and Hero's will.
