I just did some mad research (lol, wikipedia) and it says that on the Northern Hemisphere Winter official starts on December 21st, but in Metereology they conveniently just refer to the whole months of December, January and February as Winter. Unless you are in the UK or Ireland, which considers the beggining of Winter in November 1, ending in February 1.
