Basically, this is just like regular potential but with more expensive cubes and only 2 lines maximum.
You can get 12% stat legendary and also 40/35/30% boss.

wrong. only those with the 3rd digit as 2, xx2xxx are ones available to bonus potential. 142001 is the beginning of the bonus potential legendary tier.

That is a list of all the potentials.
The ones that have the id xx2xxx are the new lines.
