How to do tynerum prequests?
I'm stuck on "Restoring the altar", in which i'm supposed to do the crimsonwood pq, but there's never anybody there. Can I do it with fillers or do I have to find people somehow?

Then do I do the "Guards of the keep quest" where I take out 250 of each blue/red guy?
Because those are the only two quests I have left and it's still not letting me go through
