the first poster answered your question though... you can take it off but the neb is lost afterwards so its effectively a one time use.

Just get 20% boss nebs and 1% main stat nebs. It's what I do.
If your goal is to only solo chaos vellum, that's all you need. If your goal is to become godly, however, then yes, go after 4% nebs.
Once you use the Neb Diffuser you lose the neb on that equip.
So put a trash neb or don't neb at all.
You can remove the neb off equips, but it disappears
So, no you can't.
