That's stupid, no offense. I understand the majority of the audience in BasilMarket are not computer nerds, but buying a $1000 TOWER from BEST BUY is the best way to get ripped off hardcore. if this were a $1000 laptop, it would be a less objectionable, or a $300 tower.
Search 'Build the Best AMD FX 8350 Gaming Rig for $1200' to find a video from Logan of Tek Syndicate, my favorite Youtube tech channel.
I would normally go into detail at this point as to the reason behind each choice of parts, but frankly I don't think $1000 tower is required at all, unless you teacher is also secretly a Battlefield 3 warmonger.
For the purposes of a desktop to surf web, any $500 PC from Best Buy will do. For a $1000 laptop, you're going to get horribly ripped off no matter what you do. But if your teacher truly wishes a $1000 tower and wants the most power he can get, reply again, I'll give an in-depth repl.
Good luck.

A computer like you specified is a very low-end type of system, so in most cases you can just buy by the price.
(That is, it's not very important to worry about what kind of "specifications" the power cord has, or how powerful the mouse is, or any of the more obscure components, since just about anything will run a browser with several tabs open and have a DVDR burner.)
Something like this would probably do: http://www.bestbuy.com/site/Dell-Inspiron-I660S-1538BK-Desktop-%26-20%22-LED-Monitor-Package/9999197700050000.p?id=pcmprd196800050000&skuId=9999197700050000&childSku=7622061&count=1#productdetail
It's NOT very powerful, and NOT very expandable, so it's "what you see is what you get", which isn't much.
However it should do what you listed as what your teacher wants to do.
(It appears to be very small also, which might or might not be a plus.)
It should be available in the store so he can go look at one and "kick the tires" to see if it's the kind of thing he can live with.
There ARE better options for the price, but those would involve mail-ordering a computer sight unseen, or ordering parts and building it.
desktop, it doesn't need to be able to run games I asked him that just 5-6 tabs and smooth transitions between programs
Desktop or laptop? I would say anything with i3-i5 processor, 2.5GH, 4+ RAM and 500GB-1TB, 1G G-force (1year old model) more than enough, price range 500-700$

Or just build one; specially for gaming.

Spend half of that and save him some money, teachers aren't rich. Why? Computers get outdated very quickly.
with 1000$ you could make a high tier gaming computer... Just saying.
Just about any pre-made computer with an i5, or hell, even an i3 processor can do that.
