Empress Might Quest gone?

I just leveled a new explorer but it seems they removed the Lunar Dews quest (at least.. it's not available at lvl70).

One of my characters that had the quest started still has it but another character that didn't start it before the update can't get the quest anymore o.o.

Anyone else having this problem?
