Nlc quest glitch?

So basically I started the NLC chain quests on my Dawn warrior today, but once I accepted the "Mayor of Disaster" quest I was teleported to NLC and sent to a cut scene. In the cut scene my character walks all the way to the edge of Nlc and stays there frozen, is there any way to quit the cutscene before this happens? Clicking on Npcs doesn't seem to work, nor does the esc button. Anybody else have this problem?
